Four Houses in Chaos is a system agnostic solo/GM-less tool for using a tarot deck to provide a frame work for your game. It includes advice on world building, relationships between rival factions, drawing inspiration for settings, and answering questions as an easy to use GM emulator. Additionally, it includes a cheat sheet for your standard tarot deck (in case you don't have one handy).
